***test_env이름을 bitopencv로 바꿔줬습니다. C:\Users\96041\Anaconda3\envs\bitopencv\lib\site-packages\pyreadline\lineeditor\history에서 encoding을 고쳐주라고 하네요! encoding='UTF8'을 추가해주자 정상적으로 실행됩니다.
